Neil began his legal career in 2003 as a case manager for The Garfinkel Trial Group in Maitland, Florida. His casework included pre-litigation personal injury cases involving automobile accidents and products liability. Neil received his Bachelor of Science degree in Legal Studies from University of Central Florida in 2004. He then went on to obtain his law degree from Thomas M. Cooley Law School in 2007.

After graduating from Cooley Law School, Neil joined The Law Offices of Richard L. Welch in Austin, Texas as an associate attorney. Neil represented plaintiffs and defendants in commercial law, consumer law, and construction law cases. He represented multiple claimants in the widely publicized System V Ponzi Scheme. Neil is admitted to practice as a member of the Texas State Bar.
