David is Board Certified in Personal Injury Trial Law by the Texas Board of Legal Specialization. He is an "AV" rated lawyer in the Martindale-Hubbell legal directory. David was recently named a 2007 Texas SuperLawyer.

David received his Bachelor of Arts degree in Politics & Government and Law & Society from Ripon College in 1991 and his law degree from St. Mary's University School of Law in 1994. At St. Mary's University, David distinguished himself when he was selected to serve on the Editorial Board of the St. Mary's Law Journal. While serving on the law journal, David's Comment was selected for publication.

After graduating, David joined the defense litigation firm of Brin & Brin, P.C. in Corpus Christi. David quickly made partner after three years and equity partner after four years. In 2002, David partnered with Jeffrey G. Wigington, forming Wigington Rumley, L.L.P. where they have amassed net recoveries to their clients totaling well over tens of millions of dollars for their clients in less than 4 years. He was named to the list of 2003 and 2004 Super Lawyers (Product Liability). Fewer than 5 percent of Texas lawyers were chosen for this honor.

David serves as an associate in the Reynaldo G. Garza American Inns of Court and is also recognized by being named to the State Bar College. He is a member of the Texas Trial Lawyers of America (TTLA), the Association of Trial Lawyers of America (ATLA), and the Attorneys Information Exchange Group (AIEG). He is licensed to practice law in the state courts of Texas and in the U.S. District Courts for the Southern and Eastern Districts of Texas.

David has successfully tried numerous cases involving product liability, premises liability, transportation negligence, commercial litigation, and medical malpractice. He has been nationally recognized for his work in complex commercial litigation. David handles cases throughout Texas and the United States.
